Yamanashi Eiwa College Personal Information Protection Policy

 
 
Yamanashi Eiwa College strives to protect the rights, interests, and privacy of individuals by defining basic requirements for the appropriate handling of personal information of those associated with the university, and thereby fulfills its social responsibilities as an educational and research institution.
 
 
I. definition
  1. "Personal information" refers to information about the following individuals that is obtained in the course of business conducted by the University and that relates to a living individual and that can identify a specific individual based on the name, date of birth, and other descriptions contained in the information (including information that can be easily collated with other information to identify a specific individual).
    1. Students enrolled at this university (including research students, course students, special audit students, and Maple College students) and their guarantors
    2. Graduates (including those who have been expelled or dropped out) and their guarantors
    3. Officers, faculty and staff (including part-time lecturers, contract and temporary staff) who are currently or have been engaged in the business of the University
    4. Applicants for admission to this university
    5. Those who wish to take courses in educational activities conducted by our university
  2. "Principal" refers to a specific individual who can be identified by personal information. However, if the principal is a minor or an adult ward, the principal also includes his/her legal representative.
  3. "Records" refers to documents, photographs, films, magnetic tapes, magnetic disks, optical disks and other media created or collected for the purpose of recording personal information held by the University.
 
 
II. Obligations and confidentiality
  1. When handling personal information, faculty and staff of the University will endeavor to protect the rights, interests, and privacy of the individual.
  2. Faculty and staff members of the University must not disclose to a third party any personal information that they have learned in the course of their duties, nor use it for improper purposes, and this rule applies even after they leave their positions.
 
 
III. Restrictions on the Acquisition of Personal Information
  1. The purpose of use for personal information will be clearly defined and collected within the scope necessary for the University's education and research and its operations, and information will be collected only to the extent necessary to achieve that purpose.
  2. The scope of the University's business as set forth in the preceding paragraph is as follows:
    1. Academic affairs, welfare guidance, student support, scholarship applications and health management
    2. Services related to lectures, event information and open lecture attendance management
    3. Career support services
    4. International exchange activities
    5. Interviews and other duties at psychological counseling institutions
    6. Tuition payment notice
    7. Public relations and fundraising activities
    8. Support group management and related notifications
    9. Alumni-related affairs and certification of graduation, grades, enrollment, etc.
  3. When acquiring personal information, we will not acquire it if it is related to an individual's thoughts, beliefs, or religion, or if there is a risk that the information to be collected may violate the individual's basic human rights.
  4. Personal information will be acquired from the individual in a proper and fair manner. However, in the following cases, it may be acquired from a third party other than the individual.
    1. When required by law
    2. When the individual has given their consent
    3. If the personal information has been made public through publication or reporting, etc.
    4. When protecting the life, body, or property of the individual or a third party
    5. When it is deemed urgent and unavoidable for the execution of the business of each institution
    6. When the individual is a student enrolled at our university or has a similar status, and the information is necessary for the individual's education, research, or lifestyle guidance, and it is not possible to obtain the information from the individual or it is difficult to obtain prior consent from the individual.
 
 
IV. Restrictions on use and provision of personal information
  1. The personal information acquired will not be used for any purpose other than the intended purpose, and will not be provided to anyone outside the university.
  2. Notwithstanding the preceding paragraph, this does not apply in the following cases:
    1. When required by law
    2. When the individual has given their consent
    3. When it is necessary to protect the life, body, property or other rights of the individual or a third party, and it is difficult or inappropriate to obtain prior consent from the individual.
  3. In addition to the preceding paragraph, if the individual is a student enrolled at our university, the personal information may be used for purposes other than those for which it was collected without the individual's consent if it is necessary for the individual's education, research, or life guidance. In addition, if the individual is a guarantor, legal representative, or the individual is seconded to our university from another institution, the personal information may be provided to that institution or a person equivalent.
  4. When providing personal information to parties outside the University, we will require the recipient to handle the information appropriately and take other necessary measures to protect the personal information so as not to violate the purpose of the provision.
 
 
V. Management of personal information
  1. In order to protect and manage personal information, we will endeavor to maintain the accuracy of acquired personal information within the scope of predetermined purposes.
  2. In order to prevent the leakage, falsification, or loss of personal information, we will strive to safely manage records and take the necessary measures.
  3. When discarding or erasing personal information that is no longer necessary, we will take measures to prevent information leaks.
 
 
VI. Request for disclosure of personal information
  1. Any individual (including a student's guarantor) may request the disclosure of personal information about himself/herself that is held in records by the University. However, when applying for the issuance of a certificate or other document prescribed by the University, the issuance procedures other than those stipulated in the Personal Information Protection Regulations shall apply.
  2. The request under the preceding paragraph may be made to the department that has jurisdiction over the records containing the personal information for which disclosure is requested, by submitting a request for disclosure of personal information in the prescribed format.
 
 
VII. Request for suspension of use, provision or disclosure of personal information
If personal information held by the University is used for inappropriate purposes, provided to a third party, or disclosed in an inappropriate manner, the individual may request the University to stop such use, provision, or disclosure.
